My telegram No. 1677 paragraph 11.

We request your approval of following text. "It is understood that both High Contracting Parties recognise in a general way principle, based on private and international Iaw, that in matters of personal status law of territory from which party concerned originates will be applied by the courts of one of the High Contracting Parties as regards national designations under the jurisdiction of the other High Contracting Party".

2. If it is not possible to reduce the matter to some simple statement of principle on above lines we suggest that we be authorised to agree to leave question to be dealt with in comprehensive treaty.
